Pirates and parrots go together like peas and carrots. Well, sometimes they do, other times they fight like cats and dogs (or at least at my house). Although not used for Halloween, my boys dressed as a pirate and parrot for a costume contest (the boys finished in the pairs contest).
The pirate was sewn from a ladies coat pattern, that I took buttons off of and added a pirate-style shirt and vest, this was the easy part.
The parrot was more time consuming and difficult. I purchased feather boas and these were hand sewn onto a background of red fabric. The wings are fleece sewn into a wing shape, with a flap for the hand to be hidden or left out of the wing for holding things (or scratching the itchy feathers away from his face). I covered the wings with different colored feather boas to look like the wings of a Macaw. The head is made from white and red foam sheets to resemble the eyes and beak of the bird.
