My daughter wanted to be a peacock princess for Halloween. I ordered 50+ peacock feathers from eBay and hot-glued them to a folding hand fan. I sandwiched the fan between two pieces of cardboard and hot-glued some straps to the cardboard so she could wear it as a back pack.
