I got my inspiration for this Homemade Feathered Peacock Costume from a beautiful feathered Christmas ornament the year before. I started by ordering the feathers online. I then hunted for the bluest dress I could find. I hot glued the feathers to a piece of cardboard and then covered both sides with duct tape for reinforcement.
I bought a cheap belt that was hard enough to hold everything firm. I covered the belt with fabric to match the dress. Once it was on I had someone tuck the feather panel into the back. I hit up the Mac counter for the bright eye shadow pigments and brushed a bit on my lips. The belt buckle was simply a piece of cardboard painted blue with some scraps of feathers hot glued on.
The most expensive part of the costume was the feathers. They were about $30 for 50 of them. It was definitely a better deal to order them in bulk than to buy them individually. The costume was a show stopper!
