The dress is super easy to make. The fuller the better. Get a piece of elastic and make that be your base. Then pick 2 or 3 colors of tulle. I found that 3 inch strips work the best. Then tie them to the elastic strip. It’s like a halter top dress. Hot glue the flowers to hide the chi-chis/ta-ta’s and add ribbon to tie it around your neck.
