Me and my mom made this Homemade Peacock Halloween Costume for halloween 2010. I was having a party but I couldnt decide what to be. I saw a peacock costume online after looking through tons of $100+ costumes, and then the idea came to me: make my own! We sewed a tutu out of black netting, a top out of some shiny purple material we had laying around, and then came the hard part: putting the peacock feathers on. We ended up sewing a cone sortof shape with slots for the feathers. That way I could fold it so the feathers would be less in the way as the night went on. We just velcroed the cone to the back and viola! instant peacock. We glued some extra feathers around the top of the tutu and my costume was complete.
