My sister was Penguin for Halloween 2013. This was the easiest costume to put together.
We bought a man’s suit coat at the thrift store and she wore black pants she already had. We put her in a white dress shirt with bow tie and white gloves. We had the top hat in our collection. We made the monocle by bending wire into a circle and adding chain. She kept the chain in her suit pocket and held the monocle to her eye.
I made the cumber bun with silver fabric and I drew on the design with black sharpie. The “cigarette” is just a dowel rod painted black and white with a duct tape piece on the end so when she held it in her mouth, it didn’t taste like paint.
She grabbed our umbrella, wore black & white shoes, and voila, the look was complete!
