When we first decided to be Care Bears we wanted to make sure that it was going to be super cute and super fun, Mission Accomplished!! I made all 5 of the costumes, first I just ordered a plain white petticoat, about $17, spray painted the tops of them in each color, let them hang up in the garage to make sure there was no smell, and there wasn’t!
Then I bought a yard of material in each color (about $2 each) and sewed it around the bottom of the petticoat and making sure some of the “fluff” hung out the bottom. Then on just plain white material I drew each center with sharpies and sewed them on the center with outlining the circle with fluff material (just hot glued). Then around the waist I hot glued on rainbow ribbon and made a bow on the side.
For the headband, I just bought plain head bands and craft foam and cut half moon shapes and glued those onto the headband and then covered those with the fluff material, and one one ear of each had a matching color bow. For the thigh highs, I bought cheap ones in the Halloween section with a red bow on top. Then I took some of the rainbow ribbon and glued some on the red bow so they all matched. We ended up winning the Grand Prize at two different locations and had one of the best times of our lives that night.
